Our invited speaker, Kaite Burkholder Harris, co-chairs the Housing and Homelessness Leadership Table (HHLT) and serves as executive director of the Alliance to End Homelessness Ottawa. Kaite will present an overview of the HHLT, which is a collaborative initiative developed through a co-design process between the City of Ottawa’s Housing Services and the housing and homelessness sector over the past two years.
As an Advisory Committee approved by City Council, the HHLT is tasked with planning, designing and overseeing the implementation of an integrated housing and homelessness system. This includes working with related sectors to ensure access to affordable, suitable and adequate housing while actively reducing homelessness.
The presentation will highlight the co-design process of the 10-Year Housing and Homelessness Plan, outlining key strategies and the HHLT’s ongoing advisory role in ensuring its effective implementation.

Speaker Bio
Kaite Burkholder Harris
Kaite Burkholder Harris is the executive director of the Alliance to End Homelessness Ottawa. Graduating with a Master of Public Health from the University of Toronto, Kaite worked at a systems level on ending youth homelessness with A Way Home Ottawa. She went on to work at the Canadian Observatory on Homelessness with communities across the country as a system planner in housing and homelessness. Kaite also served as a policy analyst with Reaching Home, the federal government’s Homelessness Partnering Strategy in 2019.
As co-chair of the Ontario Alliance to End Homelessness, Kaite advocates with every level of government and has become a leading voice in urging governments and communities for housing-focused solutions to ending homelessness.
