REMUNERATION - FULL-TIME PROFESSORS NON-UNIONIZED, PART-TIME PROFESSORS, STUDENTS

This policy applies to persons who are excluded from bargaining units (APUO, APTPUO) and its clauses supplement the teaching staff collective agreements.

FULL-TIME PROFESSORS (NON-UNIONIZED)

  1. In this policy, a full-time professor means:
    1. any professor carrying 50% or more of a normal workload, filling a regular, temporary or replacement position and holding a professorial rank;
    2. any guest lecturer or visiting professor carrying 50% or more of a normal workload and who is appointed for a period of two consecutive terms or more;
    3. professional counsellors;
    4. language teachers.

ECONOMIC INCREASE AND PROGRESS THROUGH THE RANKS

  1. Salary scales as well as the progress through the ranks increment appear in Appendix I. The same provisions as those for APUO members apply.

    For issues concerning basic progress and progress through the ranks, please consult the appropriate sections of the Collective Agreement between the University of Ottawa and the APUO.

ANOMALIES

  1. Non-unionized members of the teaching staff who feel that they are victims of a salary anomaly may ask the Administrative Committee to consider their case.

REMUNERATION OF STUDENTS - NEW BARGAINING UNIT (CUPE 2626)

  1. Students of the University of Ottawa may be called upon to perform academic or research work for faculties. These activities are governed by the Collective Agreement between the University of Ottawa and CUPE 2626.
  2. The hourly rates for activities governed by the Collective Agreement (CUPE 2626) appear in Appendix II-1.
  3. The hourly rates for persons excluded from the Collective Agreement (CUPE 2626) appear in Appendix II-2.

PART-TIME PROFESSORS

  1. For this policy, a part-time professor is:

    1. a sessional lecturer from outside the University or;
    2. a member of the University's full-time staff teaching a course in addition to the normal workload;
    3. a full-time graduate student.

    Part-time courses are assigned according to the provisions of the applicable collective agreements.

  2. Generally, unless exceptions are approved in advance, the University assigns its part-time teaching to individuals who receive a salary for their services; the University does not assign part-time teaching to associations, corporations, institutions or similar bodies which would then charge professional fees or expenses. The TP form must be used to start the remuneration process. Supplementary teaching is paid according to the conditions set out in Appendix III.

RATES FOR PART-TIME PROFESSORS

  1. Sessional teaching is paid according to the conditions set out in Appendix IV.

SALARY CALCULATION METHOD

  1. Salary is calculated according to the provisions of the collective agreements. When an hourly rate is involved, the number of hours paid are equal to the number of hours actually taught during the fall and winter terms. To ensure that time spent supervising mid-term and final examinations is taken into account, the number of teaching weeks for a given course shall be increased, more specifically to 14 weeks (42 hours) for a half-course and 28 weeks (84 hours) for a full course.
  2. For summer courses, the equivalent number of actual hours taught for a half-course and a full course shall be increased by three hours.
  3. For courses that are neither full nor half-courses, salary is calculated according to the actual number of teaching hours for APUO members giving extra courses and for non-unionized part-time teachers. The salary is calculated first and foremost per credit for APTPUO members. Only when calculation per credit cannot apply is the hourly rate used.

    For APUO members and non-unionized part-time teachers, the teaching increase in teaching hours recognized for full and half-courses can be applied to the calculation of pay rates for other courses, but in proportion to the actual number of hours taught in that particular course.

TRAVEL ALLOWANCES

  1. See Appendix V for off-campus allowances.
  2. Exceptionally, professors who live outside the surrounding area are invited to teach a course on campus. For a full course, these professors are eligible for a travel and living allowance of no more than $1,000. The allowance is subject to Policy No. 21 Travelling Expenses and Field Trips.
  3. Procedure No. Budget 3-3 shall apply for the processing of part-time professors' salaries. The allowance is determined according to the provisions of Policy No. 21 Travelling Expenses and Field Trips.

PROFESSORS - CLINICAL SECTOR OF THE FACULTY OF MEDICINE

  1. Policy No. 5 does not apply to professors of the clinical sector of the Faculty of Medicine. Individual contracts are signed with each of these professors.

EXCEPTION

  1. No exception may be made to this policy without the written consent of the Administrative Committee.

      The maximum for the rank of assistant professor will not apply to individuals with written offers of employment dated after the date of ratification by APUO.

      For members holding the rank of assistant professor on May 1 of a given year, and who have held a full-time appointment at the University of Ottawa for eight years or more, the progress through the ranks increment shall be 70% of the amount calculated, it being understood that this reduction shall not apply to individuals with written offers of employment dated after April 11, 2002 or those opting for the new tenure system pursuant to Appendix F.3 of the Collective Agreement.

According to Article 31.1 of the Collective Agreement: "When a full-time graduate student is hired for a teaching or research assistantship, the total number of contracted hours of work will not exceed an average of ten hours per week over the academic session as required by the regulations of the Faculty of Graduate and Postdoctoral Studies".

The Article 32.2.1 of the Collective Agreement specifies that no contract shall be issued for less than three hours.

Also, according to Article 32.3.1 of the Collective Agreement: "No Employee shall suffer a reduction of pay as a result of this Collective Agreement. Undergraduate students registered as of January 1, 2000 and who were employed in the job classifications specified in Article 4 of the Collective Agreement shall be paid their contracted hourly rate as of January 1, 2000 or the hourly rate set out in 32.4, whichever is greater, until they graduate from their current program of study".

RATES FOR PART-TIME PROFESSORS

Hourly rate:$103.02 plus 4% vacation pay
Basic rate:$4,327 plus $173 vacation pay for a total of $4,500 for a three-credit course* (total of 42 hours which includes 39 hours of teaching and 3 hours of exam).

SEPTEMBER 1, 2002 TO AUGUST 31, 2003

Hourly rate:$114.47 plus 4% vacation pay
Basic rate:$4,808 plus $192 vacation pay for a total of $5,000 for a three-credit course* (total of 42 hours which includes 39 hours of teaching and 3 hours of exam).

SEPTEMBER 1, 2003 TO AUGUST 31, 2004

Hourly rate:$119.05 plus 4% vacation pay
Basic rate:$5,000 plus $200 vacation pay for a total of $5,200 for a three-credit course* (total of 42 hours which includes 39 hours of teaching and 3 hours of exam).

Please refer to Appendix D of the Collective Agreement for more details on the following courses which are not subject to this regulation: Education 2.1(d); Language courses 2.2; Applied music 2.3; Clinical teaching in nursing 2.4 and Instructors in sociology 2.5.

* A three-credit course (39 hours of teaching and 3 hours of exam): basic rate = Y

A two-credit course (26 hours of teaching and 2 hours of exam): basic rate = Y x 2/3

Appendix V

TRAVEL ALLOWANCES

In compliance with Article 36.3 of the Collective Agreement between the University of Ottawa and the APUO and with Policy No. 21 dealing with travel expenses and field trips, starting May 1, 2000, the reimbursement rates for trips in a privately owned automobile will be 42.7 cents per kilometer based on the following return distances:

Distances are calculated from Ottawa. Sessional lecturers travelling to the off-campus centre from places closer to it will claim 42.7 cents per kilometer. In no case, however, will there be reimbursement of trips longer than a trip from Ottawa.

During the fall and winter terms, the travel allowances for courses will be paid in one instalment per one-term course and in two instalments per two-term course. For the summer term, there will be one payment per course.

When two or more employees travel together in a privately owned automobile, the allowance of 42.7 cents per kilometer will be claimed by the vehicle owner only.

TRAVEL ALLOWANCES

The amount of the travel allowance is based on the number of trips required for teaching and one trip for proctoring the examination.

Under normal circumstances, starting May 1, 2000, the amounts will be as follows:
