Role

Under the authority of the Senate, the Council is responsible for developing University-wide academic regulations pertaining to undergraduate studies, as well as for planning and development of undergraduate studies, in order to ensure the excellence of undergraduate programs and to promote the University’s mission with respect to undergraduate studies.

Terms of Reference

Establishment

The Council on Undergraduate Studies was established by Senate resolution 75-76. 124-126 adopted on February 23, 1976. Subsequent amendments to its terms of reference were made on September 11, 1978 (resolution 78-79.27), January 16, 1989 (resolution 88-89.20), January 10, 1994 (resolution 93-94.17), June 13, 2005 (resolution 2004-2005.77), September 11, 2006 (resolution 2006-2007.7), June 2, 2008 (resolution 2007-2008.86), October 6, 2008 (resolution 2008-2009.20) and June 12, 2017 (resolution 2016-17.057).

Status

The Council on Undergraduate Studies (the Council) is a standing committee of the Senate.

Powers and Functions

Under the authority of the Senate, the Council is responsible for developing University-wide academic regulations pertaining to undergraduate studies, as well as for planning and development of undergraduate studies, in order to ensure the excellence of undergraduate programs and to promote the University’s mission with respect to undergraduate studies.

Without limiting the scope of the foregoing, the Council is responsible for:

  • making recommendations to the Senate concerning the development, revision or elimination of academic regulations pertaining to undergraduate studies, including regulations relating to student admissions, students’ academic progress as well as the conditions for obtaining a degree;
  • making recommendations to the Senate with respect to undergraduate course and program changes as well as requests for the creation or abolition of undergraduate programs, taking into account institutional priorities and the requirements of the Institutional Quality Assurance Process;
  • advising Faculties and the Senate on the formulation and updating of Faculty and University academic development plans for undergraduate studies; and
  • making recommendations to the Senate concerning changes to the Council’s terms of reference.

Membership

Members

The Council is composed of the following members:

  1. the Vice-Provost, Academic Affairs;
  2. the Vice-Provost, Graduate and Postdoctoral Studies;
  3. the Associate Vice-President, Student Affairs;
  4. one or more Vice-Deans, Undergraduate Studies, or equivalent, from each faculty depending on the structure of each faculty;
  5. the Director of Cyclical Program Reviews;
  6. a representative from Saint Paul University, named by Saint Paul University for a three-year term, renewable;
  7. five regular full-time professors elected by the Senate for a three-year term, renewable, from candidates nominated by the executive committee of each faculty;
  8. three full-time undergraduate students elected by the Senate for a two-year term, renewable, from candidates nominated by a nominating committee composed of the undergraduate student members of Senate and one member of the executive of University of Ottawa Student's Union named by the Union (who may also be candidates);
  9. the Director of the Student Academic Success Service;
  10. the Registrar;
  11. the Director of the Co-operative Education Programs or a delegate; and
  12. the Director of French Immersion Stream.

Chair

The Vice-Provost, Academic Affairs serves as Council chair.

Meetings

Convening

The Council will meet as often as required to fulfil its mandate, as convened by the Chair.

Quorum

Twelve members of the Council constitute a quorum.

Voting

All motions require a majority vote of members present, except for motions relating to the elimination of programs offered in French, in which case a two-thirds majority vote of members present is required.

Reporting Relationship

The Committee reports to the Senate through the Executive Committee of the Senate.
