“Travel obviously needs to be discouraged, and international travel is easier – legally and politically – for the federal government to regulate than inter-provincial travel. The federal government has been late to the game, perhaps through excessive care and wanting to see how any floated restrictions would be received in the public discourse over a few days. Some travel is more essential than a family holiday, and the federal government has limited leeway in terms of curbing these freedoms.”
