For a time, his government had electoral support across Canada and used this to make a bold effort to reform the constitution. One of the most important legacies of Brian Mulroney is, surprisingly to some, on environmental policy. His government created national parks and negotiated a deal with the U.S. government to reduce acid rain pollution that was killing lakes in Canada. Mulroney was also a political force in Quebec and worked hard to integrate Quebec into the Canadian federation. Even though his efforts to change the constitution failed, he respected the fact that Canada is a federation and Quebec is a nation”.
