Local police service

You can apply for a VSS online or in person through your local police force of jurisdiction. Procedures, pricing and processing times to obtain a VSS vary for each police service. Carefully read the information listed below. If your city isn’t listed, refer to its website for further information.

Your VSS check must cover your last five years of residency. This includes a VSS or equivalent for every country in which you have lived in during this period. 

If you have lived outside of Canada for a period of six months or longer during the last five years, you must provide a Canadian VSS and the equivalent from the country or countries in which you have lived.

If you have never lived in Canada, you must provide a VSS or equivalent from the country or countries in which you have or are presently residing. If this applies to you and you have any questions or concerns, email us or call 613-562-5800 ext. 3929.

VSS requirements for UGME students:

• A VSS is required annually to remain compliant.
• Renewal must be completed prior to the expiry of your current VSS on file.

VSS requirements for PGME trainees (Fellowship and Residency Programs):

• Please note that your VSS can’t be dated more than six months prior to your scheduled start date.  

VSS requirements for elective learners:

• You must provide our office with a VSS that has been issued no earlier than 12 months previously and is valid to cover the duration of your elective.  
• If you have sent our office an original valid VSS in the last five years, you do not have to resend a new one. Email us to let us know.
• If your VSS is issued online and it is electronically secured and/or password protected, you can email us the initial message from the police service with the attached results. Include the password or any security code needed to open the document if one has been provided. 
• If you receive a paper copy, you will need to provide us with the original document embossed with police service seal or bearing the original signature of a police official. You can mail or submit it in person to our office: University of Ottawa, Roger Guindon Hall, Faculty of Medicine, CPRM office, 451 Smyth Road, Room 3071, Ottawa, ON K1H 8M5.

If your home university holds an original VSS on file that was issued within the last five years, they can email us a scanned copy and confirm that they hold the true original document in their office. If your home university does not have an original VSS on file for you, you will have to apply for a new one through your local police service.

Local police services

The processing time to obtain a VSS may vary between two and 12 weeks, depending on the police service. To avoid a delay, we recommend that you apply several weeks in advance to be able to provide us the original document or digitally secured electronic copy (eCopy) by the compliance deadline. Failure to provide the original document or eCopy by the compliance deadline may prevent you from starting or continuing your clinical training.

Once complete, your VSS must be submitted to the FoM CPRM team before the compliance deadline. You may also need to forward a copy to the College of Physicians and Surgeons of Ontario (CPSO) to finalize your licensing application. For questions about CPSO licensing requirements, please contact the CPSO directly.

Local police service

If you receive a paper copy of your results, you will need to provide us with the original document embossed with police service seal or bearing the original signature of a police official. You can mail or submit it in person to the FoM CPRM office: University of Ottawa, Roger Guindon Hall, Faculty of Medicine, CPRM office, 451 Smyth Road, Room 3071, Ottawa ON K1H 8M5. 

We strongly recommend you keep a copy of your records as you cannot reclaim or borrow your document once you submit it to our office. 

If your VSS is issued online and it is electronically secured and/or password protected, you can email us the initial message from the police service with the attached results. Include the password or any security code needed to open the document if one has been provided.

International police certificates (foreign documents)

Please note: A notarized translation will be required if your police certificate is issued in a language other than English or French. Both original foreign and translated documents will be mandatory and must be mailed to the FoM CPRM office: University of Ottawa, Roger Guindon Hall, Faculty of Medicine, CPRM office, 451 Smyth Road, Room 3071, Ottawa ON K1H 8M5.

Cornwall

You can apply for a VSS online with the Cornwall Police Service. Your results will be sent to you via email, which you must then download and save in its original secure format.

The document will only be available on the police website for 31 days, so save the downloaded record check to your files before the link expires. Forward the digitally secured electronic copy (eCopy) to your CPRM advisor once complete. 

Durham (Oshawa)

You must apply for a VSS online with the Durham Regional Police Service. The FoM CPRM team will need to provide you with a letter to obtain the student discounted rate. To request the letter, email us with the following information:

•    Your full name, including any middle names or initials
•    Your date of birth
•    Program of study
•    Name of the hospital division or department you’ll be working with

Guelph

Visit the Guelph Police Service website for the details on how to apply for a vulnerable sector screening. 

Halton Region (Burlington/Halton Hills/Milton/Oakville)

You can apply for a VSS online with the Halton Regional Police Service. Your results will be sent to you via email, which you must then download and save in its original secure format.

The document will only be available on the police website for 60 days, so save the downloaded record check to your files before the link expires. Your document will be password protected. Include this password in your email when forwarding the digitally secured electronic copy (eCopy) to your CPRM advisor. 

Hamilton

You can apply for a VSS online with the Hamilton Police Service. Your results will be sent to you via email, which you must then download and save in its original secure format.

The document will only be available on their website for 31 days, so save the downloaded record check to your files before the link expires. Please forward the digitally secured electronic copy (eCopy) to your CPRM advisor once complete. 

London

You can apply for a VSSonline with the London Police Service⁠⁠⁠⁠⁠⁠⁠. Your results will be sent to you via email, which you must then download and save in its original secure format.
 
The document will only be available on their website for 31 days, so save the downloaded record check to your files before the link expires. Your document will be password protected. Include this password in your email when forwarding the digitally secured electronic copy (eCopy) to your CPRM advisor. 

Niagara

You can apply for a VSS online with the Niagara Regional Police Service. The final results will be mailed to the address provided in your application. 

You will need to provide us with the original document embossed with police service seal, which you can mail or submit in person to our office located at this address:

Ontario Provincial Police (OPP)

You can apply for a VSSonline with your local Ontario Provincial Police detachment. The FoM CPRM team will need to provide you with a letter to obtain the student discounted rate. To request the letter, email us with the following information:

•    Name of your local OPP detachment
•    Your full name, including any middle names or initials
•    Your date of birth
•    Program of study
•    Name of the hospital division or department you'll be working with

Your results will be sent to you via email, which you must then download and save in its original secure format. Forward the digitally secured electronic copy (eCopy) to your CPRM advisor once complete. Keep a copy for your records, as you will only be able to access your results link three times in a seven-day period following receipt of your document.

Ottawa

You can apply for a VSS online with the Ottawa Police Service. If your results are sent via email (preferred option), you can forward the digitally secured electronic copy (eCopy) to your CPRM advisor. 

If you receive a paper copy of your results, you must provide us with the original document embossed with police service seal. You can mail or submit it in person to our office located at this address:

PLEASE NOTE: For educational placements such as this, a uOttawa letterhead is not required or used. If you apply online, you must select Other (not Volunteer)as your reason of request to proceed to the next level.

Peel Region (Brampton/Mississauga)

You can apply for a VSS online with the Peel Regional Police. Your results will be sent to you via email, which you must then download and save in its original secure format. Please forward the digitally secured electronic copy (eCopy) to your CPRM advisor once complete. 

Toronto (City of / Ville de Toronto/Etobicoke/North York/Scarborough)

You will need a uOttawa agency code to apply online with the Toronto Police Service. Email us for the details. 

The document will only be available on the police website for 90 days, so save the downloaded record check to your files before the link expires. Your document will be password protected. Include this password in your email when forwarding the digitally secured electronic copy (eCopy) to your CPRM advisor. 

York (Markham/Richmond Hill/Stouffville)

You can apply for a VSS online with the York Regional Police. Your results will be sent to you via email, which you must then download and save in its original secure format. Please forward the digitally secured electronic copy (eCopy) to your CPRM advisor once complete. 

Vancouver

You must schedule an in-person appointment via the Vancouver Police Department (VPD) online booking platform. 

PLEASE NOTE: As of January 1, 2024, the VPD will no longer accept a uOttawa letterhead to obtain the student discounted rate. Educational placements now fall under the same category as paid employment and will be charged the full fee. 

Gatineau (Aylmer/Buckingham/Masson-Angers)

If you currently reside in the Gatineau region, you must apply for a VSS through our office. 

You need to print and manually complete a Gatineau application form and follow the steps below: 

• Complete sections 3 and 5 of the application form only.
• List all addresses of your last five years of residency, including unit numbers and postal codes.
• Provide two pieces of valid government-issued identification, one with photo (e.g., driver’s licence, passport and/or Quebec health card) which confirms your name, date of birth and Gatineau address.

Scan the completed form with two pieces of identification (front and back scan) and email us both in one document to process.

Longueuil

You must apply for a VSS in person with the Service de police de l'Agglomération de Longueuil. The FoM CPRM team will need to provide you with a letter to obtain the student discounted rate. To request the letter, email us with the following information:

•    Your full name, including any middle names or initials
•    Your date of birth
•    Program of study
•    Name of the hospital division or department you’ll be working with

Montreal

You must schedule an in-person appointment via the Service de police de la Ville de Montréal (SPVM) and use the SPVM online booking platform. Apply immediately if you plan on using its services as the process can take up to two months. 

The SPVM will also mail you three original documents, but we only require one for your file. Keep the other two documents for your records. 

Quebec

You can apply for a VSS online or in person with the Sûreté du Québec if your municipality is served by a fingerprinting firm accredited by the RCMP.  

See the list of municipalities served by RCMP accredited firms within the Quebec region. If your municipality is not on the list, email us for other options.

Burkina Faso

Name of required document based on your status:

• Bulletin N°3 for residents

• Attestation de non poursuite judiciaire (Certificate of non-prosecution) for non-residents

Instructions:

• If you are a citizen of Burkina Faso, you must present your birth certificate and pay the applicable fee to the Greffier en Chef du Tribunal de Grande Instance. For more information on the process please call: (226) 25 50 37 69 00 Extension 203 or 262.

• If you are a non-citizen and currently live in Burkina Faso, you must present a residence certificate (issued by a municipal office in Burkina Faso or by your embassy) and pay the applicable fee to the Greffier en Chef de la Cour d’Appel. • If you live outside Burkina Faso, you must send a request and pay the applicable fee to the Greffier en Chef de la Cour d’Appel. For more information on the process please call: (226) 25 50 37 69 00.

Côte d’Ivoire

Name of required document: Bulletin N°3 du casier judiciaire

Instructions:

If you are currently living in Côte d’Ivoire:

• Citizens: You must apply for a certificate at the court in the region where you were born. You must provide the original and a photocopy of your birth certificate and your residence certificate or an address on the back of your application. You must also pay the applicable fees.

• Non-Citizens: If you are not a citizen of Côte d’Ivoire, you must apply for a certificate at the Department of Foreign Affairs.  You will be required to present your residence certificate, your birth certificate and pay the applicable fees.

If you live outside Côte d’Ivoire:

• Citizens: You should have a representative request the certificate on your behalf at the court in the region where you were born. The representative must present the original and a copy of your birth certificate and pay the applicable fees.

• Non-citizens: Apply at your nearest Embassy of the Republic of Côte d’Ivoire.

• Fingerprints will be recorded on the front of the certificate.

• Fingerprint check results will be recorded on the back.

You’re responsible for picking up your completed Criminal Record.

If you live outside of Egypt:

• Apply at your nearest Egyptian embassy or consulate.

Bangladesh

Name of required document: Police Clearance Certificate 

Instructions:

• If you currently live in in Bangladesh, you should apply in person at your local police station.

• If you live outside of Bangladesh, you can contact the nearest Bangladesh Embassy, Consulate or High Commission and follow the instructions that will be provided. You can also authorize a representative who currently lives in Bangladesh to apply on your behalf by contacting the relevant police station where you last resided.

• To submit your application, you will need a photocopy of your passport and to pay the applicable fees in the form of a bank draft from the Bangladesh bank or any branch of the Sonali bank.

A notarized translation of your Police Clearance Certificate will also be required. We will require both ORIGINAL Bangladeshcertificate and notarized translation to meet your requirements. We suggest you mail them via Express courier to our office located at the:

• Name of the hospital division or department you'll be working with.

Your certificate can be obtained through your local police station. Different cities have different ways to proceed, therefore we recommend you communicate with your local Notary Public Office for the details on how to apply. 

A notarized translation of your certificate will also be required. We will require both ORIGINAL Chinese certificate and notarized translation to meet your requirements. We suggest you mail them via Express courier to our office located at the:

Special considerations:

• Character Certificates are not accepted.
• Some police clearance certificates have limitations relating to jurisdiction and time period having been searched. Such certificates will not be accepted.
• There are different formats for the police clearance certificate depending on the issuing authority.

Special considerations:

• The police certificate must be translated within 1 month of being issued.
• The official translation can only be verified by the Ministry of Justice and Foreign Affairs with the original Persian document.
• You can’t get approval from Foreign Affairs without the approval seal of the judiciary.

Israel

Name of required document: Teudat Meida Plili – Criminal Information Certificate

Instructions:

• You can apply for a Criminal Information Certificate through your local police service or online on the Israeli Police website (available only in Hebrew). You can also apply through a designated representative who must submit a specific power of attorney for this purpose, which does not need to be notarized.

• The police certificate will be released directly to the Embassy of Canada in Tel Aviv or the Embassy of Israel in Canada upon request. 

• Please request that the document be released to the Embassy of Israel in Ottawa, Canada. It can then be forwarded to the University of Ottawa if you send them a prepaid envelope with our office location.

• We suggest you communicate with the Embassy of Israel in Ottawa for further details.

• If you live in Jerusalem (East or West) or in the Golan Heights, you should apply for an Israeli police certificate.

• A notarized translation of the Hebrew certificate will also be required.

Japan

Name of required document: Certificate of Criminal Record

Instructions:

The FoM CPRM team will need to provide you with a letter to give to apply for your certificate. Please request the letter from [email protected] with the following information:

• Your full name, including any middle names or initials.

• Your date of birth, 

• Program of study,

• Name of the hospital division or department you'll be working with.

Upon receipt of the letter, you must apply in person at the Prefectural Police Headquarters Identification Section where you live. When you go to the police headquarters, your fingerprints will be taken, and you will be given an application form to complete.

If you live outside of Japan: 

After you receive the official request letter for a police certificate from our office, you can apply at your local Japanese embassy or consulate. Please refer to the Ministry of Foreign Affairs of Japan website for a list of Japanese embassies, consulates, and permanent missions.

Your fingerprints will be taken and the application form for the Certificate of Criminal Record will be provided to you at the time and place where you apply.

Saudi Arabia

Name of required document: Criminal Clearance Certificate or Criminal Record

Instructions:

To obtain a police certificate from within Saudi Arabia (for both citizens and non-citizens):

• You need to email Canadian Embassy Visa Information in Saudi Arabia at [email protected] for a letter to help you obtain a police certificate from the Saudi Authorities. You need to address the facilitation letter to your local police headquarters.

• You will have to present your Saudi Identity Card, a copy of your current passport plus two passport size photos. Fingerprint samples will be taken by the Ministry of Interior to complete the request for a police certificate.

• Further information can be found on the Government of Canada website, International Country, Canada and Saudi Arabia. 

• A police certificate obtained through the Absher portal is also acceptable. 

• Whether your request was done in person or through the Absher portal, your police certificate must be attested by the Ministry of Foreign Affairs who will authenticate it with an original seal and signature. This step is mandatory for it to be considered valid for international use. 

To obtain a police certificate from outside Saudi Arabia:

Only non-citizens currently residing in the KSA can obtain a police certificate. For non-citizens who left the KSA on a final exit visa, it may not be possible to get one. You can contact the embassy of your country of nationality in the KSA to see if the embassy is able to assist you.

Saudi citizens overseas can go through their nearest Saudi Embassy to get a police certificate; however, this method may take several weeks.

A certified translation will be required if your document is issued in Arabic. We will require both ORIGINAL Arabic police certificate and certified translation (if applicable) to meet your requirements. We suggest you mail them via Express courier to our office located at the:

Taiwan

Name of required document: Police Criminal Record Certificate 

Instructions:

• You need to apply through the Taipei City Police Department if you live in Taipei or outside Taiwan.

• You can apply online, in person, by mail or fax. 

• Please consult the Taipei City Police Department website for downloadable application forms and detailed instructions, including required documentation and applicable fees.

• If you live in another part of Taiwan, you need to apply at your local City Police Department.

Belgium

Name of required document: Criminal Record Check-Uittreksel uit het strafregister - Model 596.2 

Instructions:

• If you currently live in Belgium, you will need to follow the instructions of the police in the municipality where you live. Check your municipal website for information on how to apply.

• The police certificate will be issued in the language of the municipality. A notarized translation will be required if it is issued in Dutch.

• If you live outside of Belgium, you must send a personal written request by email to the Federal Public Service Justice at [email protected] (in French) or [email protected] (in Dutch).

• Your request should include:

  • Full name

  • Copy of identification (identity card, passport or residence card for foreigners)

  • Date and place of birth

  • Complete address

  • Reason for the request (i.e. clinical placement)

  • Applicable fees

Special considerations:

If you were you born in one of the French territories (New-Caledonia, French Polynesia, or Wallis & Futuna), you must apply to the Tribunal in your place of birth (see the list of the tribunals on the Casier Judiciaire National website for contact information).

Costa Rica

Name of required document: Certificacion de Antecedentes Penales de usos varios a nivel internacional

Instructions:

• If you live in Costa Rica: You can apply in person at the at the Oficina del Registro Judicial or you can apply online on the judicial website (available in Spanish only). You will be notified when your certificate is ready for pick-up at the Judicial Register of the Supreme Court. For futher details, please consult the Government of Canada website.

For your certificate to be valid in Canada, it must be authenticated by both of the offices below:

Name of required document: FBI Identity History Summary Check (IdHSC)

Instructions:

• You can request this document online through the FBI Services and Information Identity History Summary Checks website.

• Your results will be sent electronically from the FBI Criminal Justice Information Services (CJIS) Division. Please forward the initial from the CJIS with the secure link and PIN and attached final results to [email protected].

Australia

Name of required document: Australian National Police Certificate Code# 37 (Care, Instruction or Supervision of Children/Care of Disabled Persons/Aged Care Staff/Volunteers)

Instructions:

• This document can be obtained online or on paper through the Australian Federal Police (AFP) at www.afp.gov.au.

If you applied online, a digitally secured certificate will have been sent to you via email which you can forward to [email protected]⁠.

If you opted for a hard copy of your certificate, your results will be sent by mail. We will require the ORIGINAL hard copy to meet your requirements and suggest you mail it via Express courier to our office located at the:

Argentina

Name of the document you need:

Certificado de Antecedentes Penales (emitido con excepción al artículo 51 del Codigo Penal Argentino)|
 

Instructions:

• The application can be done both in person or online at the  Registro Nacional de Reincidencia (available in Spanish only) in Buenos Aires or at any of its other offices throughout the country. (See the Ministry of Justice and Human Rights website for a complete list—available in Spanish only).

• Once the application process is complete, you will receive a certificate with a security code that will give you access to the certificate online.

• You must email the Certificado de Antecedentes Penales to [email protected]

• You must specify that the certificate you need is “con excepción al artículo 51 del Código Penal” when you apply. The certificate is not valid and will not be accepted without the mention "con excepción al artículo 51 del Código Penal" on the document.

• The certificate must be issued by the Registro Nacional de Reincidencia (available in Spanish only) of the Federal Ministry of Justice and Human Rights. Certificates issued by any other federal/provincial government offices are not accepted.

• If you have a criminal record, you must give a copy of the judicial file, the verdict, and the final decision with a French or English translation of all documents.

• A notarized translation of the Certificado de Antecedentes Penales will also be required which you can mail to our office at 451 Smyth Road (room 2023), Ottawa (ON) Canada K1H 8M5

Brazil

Name of the documents you need:

Federal Certidão de Antecedentes Criminais and State Certidão de Antecedentes Criminais
 

Instructions:

• Your Federal Certidão de Antecedentes Criminais can be issued online through the Federal Police Department (click on "Antecedentes Criminais", and then "Emitir Certidão").

• Your State Certidão de Antecedentes Criminais can also be issued online but through your local police force of jurisdiction in Brazil or by the State in which your personal documents are registered.

• If you obtain your Criminal Record Certificates online, they will need to be validated for authenticity at the Federal Police Department website; click on "Antecedentes Criminais", and then "Validar Certidão".

• All required information to validate can be found on the certificate. After submitting the request, you will have to type in a security code, and then click "Validar". The results of your request should then appear in the next screen.

• We will require the original of both your Federal Certidão de Antecedentes Criminais and State Certidão de Antecedentes Criminais and their notarized translation in English or French to meet your requirements. You can mail them to our office, located at 451 Smyth Road (Room 2023), Ottawa (ON) K1H8M5.

Chile

Name of the document you need:

Certificado de Antecedentes para Fines Especiales (For criminal convictions that includes “Special Purposes”) and a Hoja de vida del Conductor (For convictions related to driving)
 

Instructions:

• Both documents can be obtained with your “RUT” or “RUN” through any office of the Registro Civil e Identification. You can also apply online at Servicio de Registro Civil e Identificacion (available in Spanich only).

• Applicants residing in Chile who are indisposed may provide a notarized authorization to a 3rd party representative to apply on their behalf.

• A notarized translation of both documents and the originals will also be required which you can mail to my attention to our office, located at 451 Smyth Road (Room 2023), Ottawa (ON) K1H8M5

Colombia

Name of the document you need:

Background Verification Certificate.
 

Instructions:

• This document can be obtained through the Policia Nacional de Colombia and is done electronically.

• After obtaining your background check, it will need to be legalized by the minister of International Affairs.

• The e-copy of your Background check and legalization can be forwarded to [email protected]. However, we will require the original of the notarized translation to be mailed to our office at 451 Smyth Road (Room 2023), Ottawa (ON) K1H8M5.
