Biography

Stéphane Fournier is a graduate of the Faculty of Law (French Common Law Program, Class of 2000).  In 1999, while a summer student at Torys LLP in Toronto, he became co-editor of the Consolidated Bank Act and Regulations published by Carswell. Stéphane remained co-editor until 2004.  In 2000, he returned to Torys as an articling student.  Following his call to the Ontario Bar, Stéphane joined the firm's Financial Services Practice, where he remained until 2004.  In 2005, he joined the Legislation Unit of the Office of the Superintendent of Financial Institutions (OSFI), the agency responsible for regulating the prudent practices of federally regulated financial institutions, including supervising compliance with their governing statutes.  Stéphane has continued to work within the Legislation Unit ever since, which provided him a close vantage point on the 2008 global financial crisis and riveting related work.  

In this role at OSFI, he interprets the Bank Act and the other statutes governing federal financial institutions, and applies them to complex, innovative and high-stakes fact situations.  In addition, Stéphane advises on the development of amendments to these statutes, as well as the development of the policy underlying those amendments.  Stéphane is also responsible for internal training on these statutes. In 2021, Stéphane was bestowed the annual OSFI Regulation Sector Leadership Award for his asynchronous video training and synchronous training over video platforms. In addition, he is a passionate member of OSFI’s Employment Equity, Diversity and Inclusion Advisory Committee, and is a member of the disability community.

Stéphane is also a part-time professor at Osgoode Hall Law School, where he teaches Insurance Regulation.

Stéphane was raised in Sturgeon Falls, Ontario.
