This book confronts the vulnerabilities and interconnectedness exposed by the pandemic, along with our legal and policy responses. These include vulnerabilities of people harmed by the virus directly as well as those harmed by measures we have taken to slow it. They include vulnerabilities in our institutions, governance and legal structures. And they include vulnerabilities in other countries and at the global level, where persistent injustices often come to harm us all.
We conclude with the hope that COVID-19 will prompt us to deeply reflect on how we govern—to plan our recovery and future preparedness with public health, economic security, and social equity as equal concerns.
This book has 43 short chapters grouped into six sections: federalism, accountability, civil liberties, equity, labour, and global health.
