Paul-David Chouinard is a Ph.D. candidate at the University of Ottawa and a member of the Quebec Bar. He previously worked as a research lawyer at the Quebec Court of Appeal for the Honourable Julie Dutil. He currently works for the Revue générale de droit in collaboration with Professor Michelle Giroux, and is a member of Université Laval's Centre d'études en droits administratifs et constitutionnel and the Louis-Philippe-Pigeon Chair in Legal Writing.
His research, conducted under the supervision of Professor Paul Daly, focuses on the interaction between civil procedure and the rules governing administrative tribunals in Quebec. More broadly, he is interested in the specificity of Quebec administrative law, the reform of civil procedure and issues of access to justice in the citizen's relationship with the State. The working title of his thesis is as follows: "Aux frontières du public et du privé: perspectives comparées sur l'application du nouveau Code de procédure civile en droit administratif québécois".
Under the supervision of Professor Antoine Pellerin at Université Laval's Faculty of Law, he wrote a master's thesis on interest to act in Quebec law. He is co-author of a monograph to be published in 2025 by Éditions Yvon Blais entitled L'équité procédurale en droit administratif canadien. His work has also been published in peer-reviewed journals such as Les Cahiers de droit and the Revue générale de droit.
