This scholarship, which is awarded every two years to a doctoral student specializing in international governance, was set up by Nicole Senécal in 2006 on the 40th anniversary of her graduation from the LL.L. program at the University of Ottawa’s Faculty of Law. Admitted to the Barreau du Québec in 1967, Nicole Senécal enjoyed a lengthy career in the federal public service, where she held important positions in foreign affairs, international cooperation, communications, and senior public management. Most notably, she was deputy delegate within the Permanent Mission of Canada to UNESCO (Paris), press secretary to the Prime Minister of Canada, vice-president of Policy Branch and Multilateral Programs Branch at the Canadian International Development Agency, assistant deputy minister of Labour and executive director of the Immigration and Refugee Board of Canada. Since her retirement in 2001, she has been active in volunteer work in the area of Francophone education and has been a board member of the Asia Pacific Foundation of Canada and of the World Vegetable Center in Taiwan. She has also served as an external member of CIDA’s evaluation and auditing committee and vice-president of the Friends of Library and Archives Canada. Nicole Senécal also holds a graduate diploma in public international law from the University of Nice, France.
