Professor Paul Daly wins Lexpert Rising Stars Award, recognizing his contributions to public law

Professor Paul Daly has been selected as a winner of the 2023 Lexpert Rising Stars Awards, which honour leading members of the legal profession who are under 40 and who have made outstanding contributions in their chosen fields.

Professor Daly holds the University Research Chair in Administrative Law & Governance at the University of Ottawa. He has won global acclaim for his scholarship in public law, specifically his work on the administrative state, which churns out thousands of decisions every day that touch all aspects of ordinary citizens’ lives, from life-or-death immigration decisions, to compensation for workers injured on the job, all the way to the content of cable television. 

Professor Daly’s insightful academic work has been cited dozens of times by courts and administrative tribunals across Canada. He is widely regarded for the key contributions he makes to legal discourse through his blog, Administrative Law Matters, as well as through his dozens of books, scholarly articles and book chapters. Administrative Law Matters was the first blog cited by the Supreme Court of Canada (in Canada (Canadian Human Rights Commission) v. Canada (Attorney General), 2018). And he has been cited by the Supreme Court on several other occasions, including extensive references to his work in the landmark case Canada (Citizenship and Immigration) v. Vavilov, 2019. Since the decision in Vavilov, Professor Daly has been much sought after as a speaker at academic conferences and professional development events for administrative tribunal members, practitioners in government and private practice, and judges. 

Winners of the 2023 Lexpert Rising Stars Awards were revealed at a gala on November 23, 2023, in Toronto. 

The Lexpert Rising Stars Awards are presented by Lexpert magazine and supported by Canadian Lawyer and InHouse magazines.
