Invoices are sent via email to program participants after the introductory session of the program. Participants are responsible for working with their departmental financial units to ensure timely payment.

All payments, including taxes, must be completed by April 30 of the academic year in which you receive the invoice. For instance, if you receive an invoice in October 2024, the program fee can be paid at any time before April 30, 2025.

Some organizations prefer to split the payment of the invoice across two fiscal years. To facilitate this, we provide the following payment options:

• Single Payment: Participants will receive a single invoice and pay the full amount in one lump sum by April 30 of the academic year in which the invoice is received.
• Two Payments: Participants will receive two separate invoices after the introductory session. The total amount of the program fee will be split into two equal payments. Your department can then pay the two invoices across two separate fiscal years. For instance, the first payment could be paid by March 31, 2025, and the second by April 30, 2025.

Please note:

• For one-year programs, by default we provide a single invoice for the full fee.
• For programs longer than a year, you will receive two invoices each fall.

If you would like to split the payment for a one-year program into two invoices, please email us at [email protected] before the introductory session.

We accept payments via direct deposit or cheque.

For cheques, please send them to the Centre on Public Management and Policy (Odell House) 180 Waller Street South Ottawa ON, Canada K1N 9B9.

Direct deposits should be sent using the University of Ottawa direct payment account e-mail [email protected]. The vendor in this case will be the University of Ottawa and using the address of the university: University of Ottawa 550 Cumberland Street Ottawa, ON K1N 6N5

We do not accept payment by credit card at this time.

Sponsoring organizations cover expenses related to participants’ travel such as flights and accommodation costs for travel to Ottawa for sessions or any program study tours outside of Ottawa.

These fees are separate from the program tuition and the cost will depend on the location and length of the study tour. Further information related to the program study tours, such as destination, will be provided to participants by the program directors after the start of the sessions of the program.

Please review the program prospectus for each program for more information concerning length of the study tours.

The Leadership and the Age of Climate Change program does not have a study tour.

The Centre on Public Management and Policy (Odell House) at the University of Ottawa does not require a contract be put in place for registration in our programs. We have noted in the past that some of our program participants’ organizations require a contract for training be finalized before payment for their training is made and, in some instances, this contract is required to be in place before the training sessions begin.

To avoid any delays or challenges relating to invoice payment, we recommend participants confirm with their respective financial departments or units if a contract for training is required. 

Cancellations or deferrals for any of our programs are accepted with no penalty up to 30 calendar days before the first day of the program. For further information and details, please review the Centre on Public Management and Policy’s Cancellation and payment policy.

Participants are not “required” to share any details about their work in the course of the sessions. They may choose to share concrete examples and cases that enhance their and other participant’s personal and professional leadership development. All programs operated under the “Chatham House rule” intended to encourage direct and candid conversation and ensure confidentiality.

The Chatham House rule states that: “When a meeting, or part thereof, is held under the Chatham House Rule, participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.”

All programs at the Centre on Public Management and Policy (Odell House) are delivered in a hybrid format. In-person sessions take place at Odell House, located at 180 Waller St. South in Ottawa, and occasionally in other buildings on the University of Ottawa’s Main campus. While we encourage participants to attend in person, when possible, most sessions are also available virtually via Zoom.

Some sessions, such as study tours, graduation, and certain basecamp sessions, may require in-person attendance to fully benefit from the experience. Program directors will specify which sessions require in-person participation during the introductory session.

Participants located outside the National Capital Region may request flexibility regarding sessions with required in-person attendance. This can be discussed with the program director before finalizing acceptance into the program.

A new cohort of each of our programs is launched in the autumn. Applications are due the summer before the start of the new cohort. The specific application deadline dates vary from program to program and are updated on the program’s webpage for each of the programs every Spring.

The Centre on Public Management and Policy provides advanced professional development opportunities for promising public service executives to enable them to perform effectively in different roles now and in the future. To apply for our programs, candidates must currently hold an executive leadership position in a public or para-public organization. Occasionally, individuals from external non-profit organizations or the business sector may be considered, but this is assessed on a case-by-case basis. Additionally, candidates must be recommended by a Deputy Minister, Assistant Deputy Minister, CEO, Vice-President, or someone in a similar role.

Potential participants or sponsoring organisations must submit a completed application by nomination deadline to be considered for the program. The application should include:

• A letter explaining the applicant’s reasons for wishing to participate in the Program.
• A letter of reference
• A letter of support from a relevant Deputy Minister, Assistant Deputy Minister, or equivalent where appropriate.
• A current curriculum vitae.

Each one of our programs offers one session a month that totals 1.5-2 days a month of training. There are no sessions in July and August.

There are also additionally readings that are shared with participants prior to the session that add a few hours of individual reading over the course of the month.Some programs additionally offer study tours of 3-5 days as part of the Program.

The Certificate Program in Public Sector Leadership and Governance additionally offers executive group and individual coaching opportunities to participants that would total another 2-3 days of time over the 20 months of the program.

Please review the program prospectus for each program for more information concerning length and location of the study tours and more specific information concerning sessions.

Participants will be provided with all materials needed for this program. No additional materials are required from participants.

Participants will receive and e-mail with all necessary preparatory information and details 10 -14 calendar days before each session. Participants will also receive access to their cohort’s SharePoint folder before the beginning of the program. Preparatory readings will be uploaded in this folder a couple of weeks before the session.

We have noted that some participants have had challenges accessing their cohort’s SharePoint folder. Some federal departments have firewalls that limit access to the folder on government issued equipment or they may block the e-mail providing the link to the folder from being received. Some participants have also been able to access the folder one day and then access to the link is blocked the following day.

In these instances, we have found that some of the following methods have functioned for our participants:

1. Clear the cookies on your computer and try accessing the folder link again.
2. Reach out to your organisation’s security department or unit to request access to the folder.
3. Access the link to the folder on a non-governmental device (e.g. personal computer or phone).
4. Download the relevant documentation when you do have access in case access should be limited on another day.
5. When all else fails, provide us with a non-governmental e-mail address and we will add this address to the folder as an alternate access avenue.

Prior to the start of the sessions, participants are asked to submit an up-to-date bio and picture of themselves. These are compiled and shared with all participants and program facilitators near the start of the program.

The Centre on Public Management and Policy (Odell House) team communicates with participants primarily through e-mail. You will see the e-mail address of all your colleagues on these correspondences.

Many cohorts also set up a WhatsApp group chat for their cohort to continue more informal conversations both during and after the program. This type of group chat is set up at the initiative and discretion of program participants and participation is completely voluntary. These methods of communication and conversations are not managed by the Odell House team.

The best way to communicate with the Odell House team is via e-mail either directly to those supporting the program or to the generic e-mail address at [email protected]. All participants will receive the e-mail addresses of the program directors, fellows and administrative support for their program prior to the start of the session.   

Participants in our program will be asked to prepare a Leadership self-assessment. This is a comprehensive evaluation tool that helps participants understand their leadership strengths and areas for development. It is a key component of our programs, providing insights that guide personal and professional growth. Further information on the leadership self-assessment will be provided during the program.

Participants who successfully complete the program will receive a Certificate of Accomplishment. This certificate acknowledges your achievement in the program but is not an academic qualification.

The training offered by the Centre for Public Management and Policy are professional development programs and not academic courses. 

Participants are invited to raise any questions, comments or concerns about the program with the program director at any point during the program. Questions or concerns related to logistical or administrative elements of the program can be raised with the program’s administrative assistant or by sending an email to: [email protected]

Ongoing more formal discussion and evaluation opportunities are also built into the program. Participant will have a one-on-one meeting with program directors both before the program launches and midway through the program to address any questions or concerns and to ensure everything is progressing smoothly. Participants can also provide feedback at various points throughout the program in the evaluation surveys provided.

The workforce profile exercise is a tool designed to help participants assess their current role and leadership style in the context of their organization. It is used as part of the program’s assessments and to tailor learning experiences to individual needs.
