ICTs for Development: Regulatory Frameworks and Enabling Environments

The Centre for Law, Technology and Society (CLTS) will be hosting a lecture by Dr. Nagla Rizk, a University of Ottawa Distinguished Visiting Researcher. Dr. Rizk collaborates with Centre for Law, Society and Technology professors Jeremy de Beer and Chidi Oguamanam on the Open African Innovation Research and Training project (Open AIR), funded in part by the International Development Research Centre (IDRC).
In this talk, titled "“ICTs for Development: Regulatory Frameworks and Enabling Environments”, Dr. Rizk will explain how investment in information and communications technologies is insufficient to achieve development objectives, using examples from Arab countries that, despite robust ICT infrastructure, have failed to foster enabling environments, most notably failing to safeguard civil liberties.
Dr. Nagla Rizk, Professor of Economics, is the Founding Director of the Access to Knowledge for Development Center (A2K4D), School of Business, The American University in Cairo. Dr. Rizk is also a Faculty Associate, Berkman Center for Internet and Society, Harvard University and an Affiliated Fellow, Information Society Project, Yale Law School.
