In this role, Ticky will provide leadership for the strategic planning and development of activities and operations related to equity and inclusion and to prevention of harassment, discrimination and sexual violence at the University, to foster an organizational culture and an inclusive environment for the entire University community.
The Human Rights Office ensures the University’s compliance with federal and provincial laws as well as internal regulations and policies, including the Policy on Student Rights and Responsible Conduct.
Ticky joined the University of Ottawa in 2022 in the role of human rights officer, sexual violence prevention and dispute resolution. Prior to that, she worked as Legal Counsel at the Department of Justice Canada from 2020 to 2022, where her responsibilities included drafting regulations and acting as special adviser to an assistant deputy minister. She began her career as a member of the Canadian Forces, serving first as an administration and finance officer from 2001 to 2015, and then transitioning to the role of military lawyer from 2015 to 2022.
Through her 21 years in the federal government, Ticky gained extensive experience in the field of human rights by conducting harassment, discrimination and sexual violence investigations, developing and reviewing workplace harassment and sexual violence policies and regulations, preparing and reviewing investigation reports and facilitating informal resolution of workplace conflicts.
Ticky holds a Bachelor of Arts and a Masters in Public Administration from the Royal Military College of Canada, a law degree from Osgoode Hall Law School and a Master of Laws from the University of Ottawa.
